Social Housing Agreement

The National Housing and Homelessness Agreement (NHHA) began on July 1, 2018 and spends about $1.5 billion a year on states and territories to improve Australians` access to safe and affordable housing across all housing. This section is a set of discussion papers, techniques and tools to support new approaches to expanding and improving the supply of affordable housing across the housing sector. On 30 June 2016, the Confederation and the federal states signed an agreement on social housing. Housing strategies need to address the priority housing policies of the NHHA that are of interest to the state or territory. Priority areas for housing include a 10-year agreement between the Government of Canada and the Government of Alberta on March 8, 2019. The agreement will invest $678 million to protect, renew and expand social and community housing in Alberta. Federal investments in existing social housing (built largely between 1946 and 1993) remain considerable. The CMHC supports nearly 600,000 households on and off reserve each year. Current subsidies help ensure that low-income families living in these housing units do not pay a disproportionate amount of their income for housing construction. Most of the unremarked social housing portfolio is managed by the provinces and territories under various long-term agreements.

These agreements define the funding guidelines and conditions for housing programs, with management in the hands of those most in contact with local needs. The rest of the portfolio is managed directly by CMHC. The Investment in Affordable Housing Agreement (IAH) is an obligation for the governments of Canada and Alberta to invest $323 million over eight years (2011-19) to make it more difficult for more individuals, seniors and families to access affordable housing. This funding supports a variety of programs and services in Alberta, such as building new housing and updating the Seniors Lodge portfolio. Under the NHHA, governments in the federal states and territories must have publicly available housing and homelessness strategies and help improve data collection and reporting in order to secure funding. The transformation of housing bases poses challenges to the development and maintenance of affordable housing across the housing continuum. To meet these challenges, a more comprehensive approach is needed than simply focusing on social housing.
